Does Buckle Buddies Program Save Young Lives While Putting Others at Risk?

This is a good idea but does it promote talking on the phone while driving? 

From WLTX:  "'...I challenged the citizen's of this state to pick the phone up and report any child that has not been restrained,' said Highway patrol officer Kenny Lancaster.

The Buckle Buddies program allows anyone to anonymously call a toll free number and report a child not properly buckled in a car seat.

'Actually they will get a letter from my office explaining when they were seen, what they are receiving this letter for because they didn't properly restrain their child and some educational information in there,' said Lancaster..."
